解析
洋务运动是晚清时期封建统治阶级为稳固统治而采取的一场自救运动。洋务运动的前期以“自强”为口号，创办了一批近代军事工业；19世纪80年代中期，先后建立北洋、南洋、福建三支海军；洋务运动后期，在“求富”口号下，开办了一些民用企业。历史意义：由于社会性质和运动重心局限，洋务运动没有使中国富强起来，但它引进了西方先进的科学技术，使中国出现了第一批近代工业，在客观上对中国民族资本主义的产生和发展起到了促进作用；建立的近代军事工业和海军对于保卫主权领土起到一定作用；兴办近代教育事业，派遣留学生，翻译西方书籍，促进国人思想解放。这些为中国的近代化开辟了道路。
