“教育万能论”认为，教育在任何情况下都能对人的发展起主导作用。 人的发展完全是由教育决定的。“教育万能论”对教育作用的高度评价、对认识教育在人发展中的作用具有一定的意义。但它把教育视为人发展的决定因素，夸大了教育的作用，教育对人的主导作用并不是无条件的。首先，教育的主导作用有一个范围限制，它是指在影响人的身心发展的几个主要因素——遗传、环境和教育中，教育相对于其他因素而言起主导作用。没有其他几个因素综合作用，教育是不可能发挥出主导作用的。其次，教育作为一种有目的、有计划、有组织的社会活动，在一般情况下，是由经过专业训练的、具有较 高素质的人员担任教育者，他们能够反映社会发展的要求，遵循人的身心发展规律和教育自身的规律，因而能起主导作用。如果这些条件不具备，教育就不可能发挥主导作用。
